The global economy is undergoing profound structural transformation, driven by population ageing, artificial intelligence, the energy transition, climate change, the restructuring of international trade, and the rapid growth of the digital economy. These interconnected challenges require analytical tools capable of evaluating policy impacts from an economy-wide perspective.
Computable General Equilibrium (CGE) modelling is one of the world's leading approaches to economic policy analysis. By capturing the interactions among households, firms, governments and international markets, CGE models enable researchers and policymakers to assess the economy-wide impacts of policy changes on economic growth, industrial structure, employment, trade, and energy use.
This five-day intensive course introduces participants to CGE modelling through ORANI-G China, a national static CGE model of the Chinese economy developed by the Centre of Policy Studies (CoPS), Victoria University. Combining lectures with extensive hands-on computer laboratory sessions using GEMPACK, the course provides a practical foundation for policy analysis and CGE-based research.

Build Practical Modelling Skills
Participants combine lectures with hands-on computer laboratory sessions using ORANI-G China and GEMPACK, gaining practical experience in model implementation, policy simulation and results analysis.
Learn Step by Step
No previous experience in CGE modelling is required. The course begins with input-output analysis and progressively introduces general equilibrium theory, the ORANI-G modelling framework and practical policy simulation.
Prepare for Advanced CGE Modelling
The course provides an excellent foundation for further study of dynamic, regional, global, energy and environmental CGE models, including CHINAGEM, SinoTERM and GTAP.

The course runs daily from 9:00 am to 5:00 pm over five days.
During the first four days, participants will learn CGE theory, model structure, GEMPACK applications and policy simulation through a combination of lectures and computer laboratory sessions.
On the final day, participants will work in teams to complete a policy simulation project based on a real-world economic issue. Each team will present and discuss its modelling results with the instructors and other participants.
