Comments in experiment files

When RUNGTAP loads an EXP file it puts all the EXOGENOUS statements in the Closure box and all the SHOCK statements in the Shocks box. Of course all the informative comments that go with these statements travel to the right place. So there has to be a convention that decides whether a comment belongs in the Shocks Box or the Closure box. The fine print is: A comment line is a blank line or a line whose first non-blank character is !. All the other lines in an EXP or CMF are deemed to be statement lines. Comments are attached to the first statement line below them.
