File Descriptions in File Dialogs

Some of the file dialogs used by RunGTAP show a one-line description of each file. For EXP files, this description is the same as the Verbal Description. For CLS and SHF files the description is the first comment in the file. More precisely it is the first line whose leftmost non-blank character is ! and which contains other non-blank characters. For Versions, the description is the first non-blank line of the VERSION.TXT file. For PRM files, it is the first line of the file history.
